Brad Fuller is the Manager of U.S. Operations at AcuTech. Mr. Fuller has over twenty years of engineering and consulting experience, and is accomplished in process safety, security, facility siting, risk management and critical infrastructure protection. He is skilled in all aspects of qualitative and quantitative risk assessment. Accordingly, he has performed numerous (50+) QRAs and siting projects for the oil & gas production, refining, petrochemical, specialty chemical, plastic resin and transportation industries. He possesses expertise in hazard identification (HAZID); accidental (safety) and intentional (security) release scenario development; frequency analysis (Event Tree/Fault Tree); consequence modeling; cost benefit analysis; and presentation of risk results.
Furthermore, Mr. Fuller is a trained and experienced PHA facilitator, leading projects at US and international facilities and operations. PHAs have included HAZOP, SIL Assignment, LOPA and integrated HAZOP/SIL for FEED, EPC and current operations. SIL verifications have included both qualitative evaluations of the layers of protection and quantitative calculations of the probability of failure on demand and safety availability. He has also led Alarm Management projects for new-build oil and gas facilities, focused on alarm prioritization and suppression strategies.
Mr. Fuller has developed Process Safety Management (PSM), EPA Risk Management Plan (RMP) Rule plans. Additionally, he has participated as an auditor of PSM, RMP and chemical security programs.
Mr. Fuller is a leader in chemical process security and vulnerability analysis. He served as a Subject Matter Expert (SME) to the Department of Homeland Security (DHS) supporting the development of the Chemical Facility Anti-Terrorism Standards (CFATS) and DHS’s Risk Analysis and Management for Critical Asset Protection (RAMCAP). These both focused on the chemical manufacturing, petroleum refining, and liquefied natural gas (LNG) sectors. Currently, he supports companies comply with the CFATS and MTSA regulations, conducting SVAs, preparing security plans, conducting annual audits, and supporting regulatory inspections.
Mr. Fuller is the lead author of the AIChE CCPS® Guidelines for Chemical Transportation Safety, Security and Risk Management, 2008. He was a contributor to the second addition of the API/NPRA SVA Methodology that expanded the focus from fixed facility assessments to include transportation operations.
